I would like to generate Bell entangled states using an input product state, such as |00>. How can I create this input state?

Are you looking for a circuit that would produce a Bell state, with a logical |00> in the input?
If so, have you read the paper about Ascella (A versatile single-photon-based quantum computing platform | Nature Photonics)? A part near the end is documenting how to get GHZ states which can be of some help when you need to create Bell states.
